Chain O' Command
As you likely know, "Heckava Job" Brownie has been lambasting the Bush administration in hearings regarding the failed response to Katrina. This, in a nutshell, is the defense offered by GOP apologists:
Everyone mentions the rebuttal of the DHS officials who testified after Brown, pointing out that Brown's response to Katrina didn't follow DHS protocol and left Secretary Chertoff largely out of the loop.
Ok, let me get this straight. If you follow protocol causing a beauracratic foul-up and let all hell break loose, then you're not innovative or a "get it done" kinda person. On the other hand, if you go right to the Preznit with your concerns (as Brown did) and they are ignored, you're lambasted because you didn't follow protocol.

That's a great deal for someone.
