Wow. When a nutbar like Bush loses the support of residents of Utah, you know he's in trouble with public opinion.

Does it really matter? He isn't up for reelection and we are stuck with him for 2 more years regardless.

No, it doesn't matter to Bush. But it does matter to the rest of the Republican party and to people like St. John McCain. Other's have to face elections, and isolating Bush is still leverage.
